This article in I News purports to explain the calculation of Leap Years. It contains an error. What is it?

The article says “This means that the years 1700, 1800, and 1900 were not leap years, but the years 1600 and 2000 were.”  Britain had not adopted the Gregorian calendar in 1700, therefore in Britain and its colonies 1700 was a Leap Year. It was not a Leap Year in most (Roman Catholic) continental countries. Hence, when Britain did adopt the Gregorian calendar there were eleven days to be lost before dates could be reconciled.  It was even more in other countries such as Russia which were in even later in changing.
